A Family Business Rooted in Process, Built on Trust: The Story of Theseus Professional Services
When father and son Norm and Eric Moreau sit down to reflect on the story of Theseus Professional Services, it’s not just a conversation about a company—it’s a story of legacy, shared values, and how two distinct careers converged to shape a firm with a unique mission and culture.
From Y2K to Theseus
Norm Moreau, a seasoned professional with decades of experience in quality assurance and military leadership, founded Theseus in 1999—during a time of great uncertainty. “I got caught up in the Y2K layoffs like a lot of other people,” he explained. “I started doing odd jobs—mostly training and quality assurance related—and gained a little momentum. People kept asking me to come back.” Initially naming the company SER Technologies, based on family initials, Norm quickly realized the name lacked spark. He found inspiration in Greek mythology and an academic paper describing Theseus, the mythological slayer of the Minotaur, as “he who puts in order.” That resonated deeply. “That’s what quality assurance people do,” he said. “We put things in order.”
And so, Theseus Professional Services was born.
A Natural Fit: Eric Joins the Mission
Nearly two decades later, Norm’s son Eric joined the company, bringing with him a career rooted in physical security, systems design, and project management. What seemed at first like a new direction for Theseus turned out to be a natural evolution. “It’s funny how that name still fits,” Eric said. “On your side, you were all about process. And ironically, from the security division side, that’s what we do too. Everything is a process—design phases, construction, quality checks. The name still works perfectly.”
Veteran-Owned and Proud
Norm’s 26 years in the military not only shaped his leadership style—it also gave Theseus an edge as a certified Veteran-Owned Small Business (VOSB) and Veteran Small Business Enterprise (VSBE). “It just made sense,” Norm explained. “A lot of our early work was with the federal government and national labs. Being VOSB opened doors we might not have had access to otherwise.” Eric added how critical that certification has become to the firm's recent growth: “Especially on the state side, many RFPs require veteran participation. It’s been huge for our ability to partner with teams on major projects. And beyond that, it just matters. Veterans deserve to be recognized.”
White-Glove Service and Small-Firm Agility
Eric emphasized the company’s commitment to what he calls the “white-glove mentality.” “As a small firm, we’re incredibly fluid,” he explained. “We don’t cut corners, but we do think outside the box. Clients get our full attention. We show them that choosing a small firm doesn’t mean compromising—it means partnership.” Norm echoed the importance of experience and integrity: “We’ve been around for 26 years. We've worked in highly regulated environments, and that means something. When I stamp something as a professional engineer, that’s my name and my reputation. That says a lot about who we are.”
Blending Experience with New Direction
As the company expands into security commissioning and more field-based roles, Norm has begun working more directly on-site—an exciting evolution of his longstanding focus on documentation and quality assurance. “It aligns perfectly,” Norm said of his new role in physical security commissioning. “It’s still quality control. You go in, ask questions, verify specs. I may not have been in the field before, but this is right in my wheelhouse.” Eric added, “It's a huge asset to have someone like you doing physical inspections. When you’ve been part of the documentation process and now get to see it come to life in the field, it just elevates the quality of everything we do.”
A Working Relationship Built on Mutual Respect
The father-son dynamic is one of mutual trust—and a lot of honest feedback. Eric admitted with a laugh, “One of the things I’ve learned is I need to give you deadlines. The quality of work is fantastic, but I’ve found that without a deadline, two weeks might turn into three.” Norm agreed, noting that after running his own company for so long, it’s been a shift: “I need to start treating these tasks like I’m working for you now. That’s a little hard to say—but true!” Their relationship is one of collaboration and accountability. “We’ve had conversations that lasted hours,” Eric said. “We weren’t even calling them meetings—just long discussions about where we wanted to go. And I think that’s helped shape what we are today.”
Looking Ahead: Growth with Purpose
Today, Theseus Professional Services is a growing firm with a team of four and plans to expand to 10 or 15 staff in the coming years. With Eric leading the physical and electronic security practice and Norm bringing decades of experience in quality, documentation, and engineering, the company is well-positioned to take on increasingly complex projects in government, healthcare, and critical infrastructure. As Norm put it, “We think differently. We’re consultants who look at the big picture, and we work with clients who value that.”

Norman P. Moreau, PE, CSQE, CQA
CEO
Norm Moreau, founder and chief instructor at Theseus Professional Services, brings a unique blend of military discipline, engineering expertise, and decades of experience in nuclear quality assurance to the world of physical security. After 24 years in the U.S. Army—rising to First Sergeant—Norm earned his mechanical engineering degree and spent over 40 years supporting the nuclear industry. He holds multiple Professional Engineering licenses and has been deeply involved with the American Society of Mechanical Engineers (ASME), contributing to nuclear standards and earning the title of ASME Fellow. In 1999, after a career shift sparked by industry layoffs, Norm launched Theseus. What began as a one-man operation quickly grew, driven by client trust and Norm’s rare ability to combine engineering precision with real-world oversight. Today, Norm continues to shape Theseus with the same attention to detail and commitment to safety that defined his military and engineering career. As CEO of Theseus Professional Services and managing member of the Partnership, Norm directs the operation of this Veteran Owned Small Business. As a principal consultant he has over 30 years of experience in quality and process management, project management, engineering, and organizational administration. Norm has coached, mentored, assisted, and trained organizations in their quest for process improvement, implementing quality management systems, and achieving performance excellence. Norm has a Bachelor of Science in Mechanical Engineering and a Master of Science in Software Engineering Administration. He has been a certified lead auditor in the nuclear industry since 1989. He is also a certified lead auditor for ISO 9001, and an auditor for ISO 14001, OHSAS 18001, and ISO 20000. Norm has been an active member of ASME NQA-1 since 1992 and is a former co-Vice Chair and Executive Committee Chair of the Main Committee. In 2016, Norm was recognized as an ASME Fellow for his work on the NQA-1 standard and for his leadership in the nuclear industry.

Eric Moreau leads the physical security design division at Theseus Professional Services with one mission in mind—protecting people, property, and information. With a career that spans sales, engineering, and system integration, Eric brings real-world insight to every project. From stadiums and hospitals to data centers and federal sites, his work ensures that security systems aren’t just well-designed—they’re practical, installable, and future-ready. As a certified Physical Security Professional (PSP), Eric combines hands-on experience with deep technical expertise to deliver designs that support both client needs and integrator success. Eric is a highly-experienced security professional with over 15 years of professional engineering experience, disciplined in multiple areas of the security industry. He is responsible for the design of sophisticated, integrated security systems, including personnel and vehicular access control systems, biometric verification systems, interior and exterior intrusion detection systems, video surveillance systems, intercom and emergency telephone systems, turnstiles, physical barriers (fencing, bollards and gates), fire and building code compliance. He also specializes in risk assessments, developing budgets, creating construction documents and specifications for proposals, and analyzing and leveling bids.

As Manager of Marketing & Business Research, Ashlyn helps to both foster existing relationships and build new relationships, while also leading marketing and business development initiatives. With a Master of Leadership and Public Policy from the University of Virginia's Frank Batten School, Ashlyn has a comprehensive understanding of how the federal government functions, while gaining helpful leadership skills.
